Commander needs more power
I'm really fucked up with all that squadleaders telling me with their calm voices "Commander, you are wrong. Tell other squads to do that." or accepting the orders and then doing something completely else.
Commander should be able to right-click on the squad leader icon on his map and kill him instantly for not obeying the orders. or even better - kill the whole squad.
BTW: bring back the mutiny button...

Muting them is not the solution - i still need someone to defend/attack flags.
wrt mutiny: now, when commander has much geater influence on the battle (IMO still too small), sometimes it's a real problem, when commander is someone without any experience and without any will to learn how to be a good commander. I'm pretty sure that in 0.7 and 0.8 will have more duties and possibilities, so the problem will grow bigger...

That sounds like such a bad idea... % of votes needed can always be lowered.
And the "instant kill" idea is just a idea. The point is that commander really must have some ways to punish squad leaders not obeying the orders. maybe longer spawn punish? or teleporting them to the main base. IMO "instant kill" is a good idea, but simply needs some work on it. Few warnings first? or maybe linking that with "my grandmother could do better"? or limiting the "capital punishment" to only few in some time - only one capital punishment for 10 minutes?

as for now "you're the worst squad" is the only punishmet - and it's definitely to small.

I understand your frustration, but your suggestion will not help and would get abused to no end. The real solution is to find some better players to play with than the imbeciles the public servers offer. Join a clan, a tournament or a community like Tactical Gamer. The sad fact is the majority of BF2 players are simply too stupid to play the game properly. You need to find a closed group for proper gameplay.
And yes, there should definitely be an option for mutiny. Removing that makes no sense at all.

Face it, if the squad is retarded, they're no good anyway, and won't follow orders no matter what you do. A good squad will most likely follow orders, unless they're downright dumb, or they have a good excuse for not following them

How about somewhat of a brig,
Squad leader refuses to follor orders than they get a 2 minute "time out" in the brig next time they die and have to spawn, think about it if its a reasonable commander and the squad leaders are obedient then there wouldn't be a problem.
Or they could be placed in the brig like a structure with barbed wire fence in the main base, for 2 minutes after several warnings.
And bring the mutiny button back, but make it with a high percent of votes needed, 60% should do.

I've always advocated giving the commander more virtual teeth. Like many features in video games, such teeth would provide an opportunity for abuse. However, compare the unlikely case of one smacktard becoming commander, being abusive, and not being mutinied quickly (if not banned from the server outright), to the currently rampant problem of people simply not listening to their commanders (and thus denying most public games the opportunity to utilize all of PR's strategic potential). I think you'll find, as I do, that it is worth a small abuse potential to make it so that every squad operates according to the commander's grand plan.
