Hate to start on a negative, but F-117s don't carpet bomb; they're used for high-precision attacks on targets of strategic importance. They also operate almost exclusively at night, as I understand. Carpet bombing requires a lot more than two bombs per aircraft 
The idea of using some external, scripted events is interesting and one that has been thrown about a few times before I believe- but I'm not sure how feasible it is. It'd be interesting to try it though (maybe with something similar yet simpler- such as a key bridge over a gorge being automatically destroyed and un-repairable at a certain time) but I suspect the novelty would wear off in time.

But something like this would be awesome, just replace the f-117A with some other aircraft. Like for example f-22, even though it is an air superiority aircraft it will definitely be used as a strike aircraft because of it's awesome stealth capabilities. And while it can't do carpet bombing a jdam would definitely punch a hole into any kind of wall the defenders might have.
And if we want to make it easy for the devs we really wouldn't even need a model for the f-22 since it can drop the bomb from a very high altitude.

The F-117 was retired I believe after the F-22 came into service.

I understand what you're talking about; it should be thought of as an arty barrage that can't be controlled by anyone, and happens at set intervals of time. This would give some maps a nice atmosphere.
Another thing that would be interesting that is along the lines of what we're talking about, would be fighter air strikes that could be called in...similar to those of WIC for those of us who have played it. Basically, a scripted air strike that is not against a ground target, but rather against an air target instead.

I totally agree with not making it a commander asset, then it wouldn't really be any different from the arty. Nowadays we can hit & destroy our targets with a single bomb from 30 000 feet so there really isn't any point in going to like 5 000 because the lower you are, the more vulnerable you are.

Very few airstrikes are semi-random, especially a F117. They are also predominantly night-fighters, as they are not invisible to the naked eye (and AAA gunfire).3) Semi random impact points to avoid it getting boring (see post #5 and brackets in 2nd para of #11)
If we were coding a Vietnam Mod, with large scale carpet bombing, yes otherwise, i don't think your example fits this mod.
Lastly we HAVE air-assets to deliver airstrikes, people just need better communication with their aircraft to deliver accurate and effective air-support
Things we need are Mortars, and if people still want "remote" off-map assets.
Bring in the B2 with JDAM. (perhaps one singular drop every so often, or once per map).
Off-map single artillery barrage?
Off-map or high-speed airdrops of various type of equipment, light vehicles.

I think this is a good idea, and I know you don't want it to be a commander asset, but like dark powder said the commander would have to coordinate it with the jets. So you could either put it in the map description that air support is on the way, or the commander could just have another thing in the commander screen that calls in the jets. He wouldn't get to choose where they go he would tell them when to strike. And then a countdown could start that the CO and SLs can see or something like that. But if you really don't want the CO to have anything to do with it, cause sometimes there is no CO, just put it in the map description.
