I have nothing against L-AT on infantry.
No good for stealth but great for decoy.
Actually I feel H-AT kit limit is a problem.
You get less kits when server is empty, but you don't get less tanks when the server is empty.
Don't know if thats realistic.
You could stand off attack a tank with H-AT in 0.5. But now with the sniping from tanks in 0.6 it could be a problem again.
AT Rocket use.

Simple Solution:
Some or all of these will make people use H-AT against Tanks (why people don't amazes me).
You get no points at all for killing infantry with Heavy-AT. (of course people might still do so "to get the job done" i.e. kill sniper with heavy AT who is in a house pinning down a whole infantry section.
You get no points at all for the infantry you kill in a APC.
You get more points for killing a tank than an APC.
You get points for destroying commander deployed resources with heavy AT.
Alas, people are still motivated by points rather than the success of the team.
