Civilian Skinny-Dipping
Ok so this may seem really minor, but unfortunately it was done enough to me last round to piss me off so I figured I would come make some sugestions... Anyway, on an insurgency map I was greeted by several civilians who had taken to swimming in the middle of a river (fully aware that they couldn't be knifed while swimming) and would subsequently hop out as soon as you were too far away and start hucking rocks at people. As soon as people moved toward them they would hop back in thus impossible to kill other than by shooting.
Several ways this could be adressed:
Make civilians unable to swim, probably not a stretch considering that they are supposed to live in a desert
Allow people to shoot at civilians while they are in the water without penalty, similar to if they are climbing or in a vehicle I believe.
Allow people to knife in water

normally when civis go swimming while me or other people are chasing them they usually just get shot by some one in my squad at the time (often the SL) i havent taken up on doing it but if it gets done to me enough i might.....

Alternatively, take that car and drive at them, very very fast (engage the boost function about 20m before the edge of the river).
Land the car on the civillian's head.
If you miss, don't worry- just bail out very quickly and swim for the shore. Hopefully the ensuing explosion will kill the civie, as they can't swim as fast for as long.
Failing THAT, I suppose it's probably possible to make swimming one of the actions that doesn't include the shooting penalty, along with driving and rope-climbing. (Thus taking away ALL the civillians' chances of improving their physical fitness, ensuring that by 0.8 all civillians will be massively obese and therefore easy to distinguish from standard insurgents)
