Are we ever going to see these?

AFAIK, US SOCOM is replacing all of the M4s and HK 416s with SCARs- they've purchased over 100,000 from FNH.

No, he means Mk16's. M-16's are not made by Fabrique Nationale as far as I can remember

the mk16=scar l (fnh)

yes, the m16 is manufactured by FNH
the M4A1 is manufactured by colt.
the HK416 is H&K's version of the M4, and has little to do with this.

I wouldn't mind seeing the weapons you mentioned but I doubt we'll see them. If you were lucky though, you could have used the SCAR L as the foreign mercenary in PR 0.5 on Street as insurgents.

No please explain why it fails. I see no failure in my statement. The Hk416 is being tested and might be adopted.

If the general military did not go with the XM8 I doubt we will see them go with the HK416.

I believe they have ordered a large amount of M4's recently so I doubt we'll be seeing much of anything new. IIRC, a small number of HK416's were distributed to units operating out of Iraq - Eddie would know more about this.

HK416s were supposedly ordered to replace SFOD-D's M4s.

The SCAR Mk 16 and Mk 17 have been suggested before. Please do a search. Not likely to be seen any time soon, if ever, because of the lingering special ops class issues.
