Is it possible to delay it with some sec for changing seat e.g. when changing from APC driver to gunner.
Pretty unrealistic going solo driving APC spotting enemy half sec later he's burning.
By delaying the seat change it would promote more teamwork for vehicle maneuver.

please no. think of when one crewmen is repairing while the other covers in the turret, someone spawns in on the driver seat and the apc starts rolling down the hill and the guy in the driverseat has to wait 2sec before switching and ahh it would be predestinated for problems.
and ok on the start delay. but then itd be nice to be able to motor runaway ( massive torque)

I want the IFVs start delay on all tanks and APCs first
Not all tanks and APCs have a warm-up time in real life.
As for the topic, correct me if I'm wrong but, I believe this is an engine limitation so there can't be a delay in the seat changing area as far as I know. But if I remember correctly, there is a delay in the tank's main gun and the APCs cannon, but not their coax guns.
