.Anyway, the civvie should be able to or at least have a pickup kit for flying helis. They are a standard civvie, but they can fly helis. Helis can only carry 2 passengers and no one can shoot out of them. They can just be flown around. However, they take 15 minutes to respawn.
Think of it this way. A lot of news channels/rich people/police agencies have helis, so why shouldn't civvies? The above organizations/individuals are largely, if not wholly made up of civilians.
