I didn't saw a thread about it even I think it's already well known.
Evertime a server plays a map twice you can't spawn at a already spawned APCs or universal Rally Points at the beginning of the second round.
It's not happen to you if you didn't play the first round on this server.
You can solve the problem with a reconnect.
