The title speaks for itself. IMHO if this game requires maturity from players, they should be regarded as mature too. Good players are often exposed to the unfair punishing of a newbie, while the difference between the two's efficiency can be stellar.
I almost never punish anybody in game. And if I do it sometimes I regret it on spot. So I can dismiss it, noobish TKs are fairly rare in this mod, thank goodness!
Instead give a standard penalty for a TK. The point being that an injustice TK pisses people off more then the actual extra time they have to wait.

If that feature is not able to be disbaled, then I'm going to be very disappointed. I don't know how many times I have been punished for an accidental TK because some dumbass just walked in front of my fire.
Everyong who plays this mod should realize that this isn't the vanilla version. ID tags take longer to show up, so I can't see if someone is walking into my lane of fire. Pay attention to where you are going and who you are walking in front of. If you see an enemy taking fire, DON'T GET CLOSE TO THEM! How many of you retards must I TK on accident because I'm thumping my SAW at an enemy and you gimps think you can dodge my bullets like Houdini and go knife the guy? What the hell are you thinking?
Another one is grenades. Tossing frags or firing 40mm in this game is grossly unrealistic compared to the real thing, so accidental TK's from grenades will and does happen. Often. I have seen numerous accidental TK's from some retard running into a fragfest and then punishes when he gets TK'd. Even in the vanilla version people weren't that stupid.
If it can't be disabled, someone else needs to be worked out. It's also why I don't play on some servers, because a few will auto kick after negative points. Hell, even suicide will get you kicked on those servers. So much for the insurgent vehicles.

A teamkill is a teamkill. But the punishments are often unfair. 5 or 10 seconds of extra resapwn time is still better then a hip-shooting-Pagedown-hussar who just wandered in front of your LMG's suppressive fire IMHO. And there are foolish TK's, but you just try to get some personal revenge for that and the extra respawn time sometimes can be crucial for the killer.
