Instead of roger that maybe you could say SEMPER FI?

Or is that only to the marine and not the soldiers?

Doesn't even mean the same thing. You wouldn't use it in the same situation.

Semper Fi = always vigilant...correct?

Do they ever say that except on the commercials and stuff?

Is it like the Army/Ranger "OOorahh" then?

It's an abbreviation of "semper fidelis"- "always faithful." And yes, the Marines I know do say that in regular conversation.

The Army does "Hooah" and the Marines do "ooh-rah" and Navy EOD and NSW do "Hoo-yah," but that's another story. Well, probably three or four different stories, actually.

And no, we're not changing "roger that" to "semper fi."
