binoculars: something minor

Did a search but couldnt find if been asked.

What about being able to use binoculars while sitting in the capola of tanks. was playing kashan and thought would have been nice to be able to help spot. instead of firing the 50.cal

APC drivers are getting 10x zoom.
Everything else will stay most likely untouched.
