Im fairly new to PR so please forgive me if these are known issues. I was wonder if there is some bugs in the graphics that enable peeps to see thing they really should not. I know i can some time see peoples silhouette when the are hiding behind a concrete wall...I'm not sure what is creating this because it is not constant.
Another thing I have experienced several times is people not have LOS on me and still owning me. In one case I'm behind a fence and someone opens fire through the fence close range and ripes me apart as if they could see me the whole time. I wasn't against the fence either, I was maybe 5-10 feet off.
I have see a number of thing like this, could some please explain to me are these bugs or cheats or exploits?

I'm afraid those are known issues. It's because of the way BF2 engine works - it wasn't made with such huge scale battlefields in mind.
Most of the problems you describe here are cause by LOD (Level of Detail) - the further you are from the object, the less detailed it is. It's mostly seen on the terrain itself - you see a guy in the middle of open space but if zoom in (aim), a hill appears.
To that fence issue - you were most likely spotted by someone and the guy was just shooting the general direction of the spotted radar dot. Don't worry though, this is gonna be over in 0.7 (spot won't follow target).

several factors really..
1. We have had some texture problems with shadows showing through..no idea why but only happens on a few objects..for example assault on mestia main bunkers...these are not widespread but occur sometimes..
2. predictability.. this is a big one.. alot of maps have very limited or predictible paths that player always use... our regular players (ie junkies) know every nook and corner and just know where to spray bullets...
3. PR players are alot smarter than VBF2 players...
