whats up with this PLA guys helmet?

i was playing as a PLA soldier today and one of teammates was running around the base, he was wearing this helmet im not sure if ive seen it before. its huge! and it has like earmuffs! is this the crewman helmet? i dont think ive seen it in vanilla before either. check it out:

It's crewman helmet, and its always been like that as far as I can remember.
