maybe 2 good commander assets for an insurgent commander would be sandbag walls, and mortar base
the sandbag walls would be self-explanatory
the mortar base is a dugout fortification with 3 mortars. one person could man each mortar, and would have to hit coordinates given to the commander by squad leaders. the mortars would be as powerful as 100MM mortars, or 81MM mortars.
