Why don't all kits get a pistol?

Why don't all kits get a side firearm in case their primary firearm runs out of ammo in a desperate situation? Aren't pistols a standard issue for all soldiers? In real life, your primary firearm could get jammed, and then what can you do?

No, pistols are not standard issue for soldiers. Most soldiers are not issued pistols.
