Operation Archer Mosque entrance?

Not sure what the deal is with the basement of the mosque; there appears to be a trap door as well as a ladder that goes into the earth. You cant climb it.

Am I right to assume it was closed up before the map was released because it wasn't ready?

quite confused, and so were all the other guys trying to climb down it
