applying for Server files trouble

Hey guys for some reason i click the link to apply for server files and says im not allowed to go to it due to restrictions on my username?

so who would I need to talk to in order to start my progress on getting the Files? =)

You should be able to see the second link, which is what you must do before you can see the third one.

2nd gets you access to the server admin section
3rd gets you the server code after in the server admin section.
