Anti Personnel Mines =(
I, being a sniper (Dont hate me yet...) Find the flares completly useless. There is only one scenario where I find that I can use them effectivly: 1) Watching an area (Flag) where you've put the Flares there early. Probability of you being able to do this in a hostile/Soon to be hostile environment and get away safely (AND your teammates dont go and activate them) is... well... I havn't seen it done.
As a sniper, I'd like to say "I've got my *** covered" But I dont. They can walk behind me (say in a building) and I wouldn't even know it.
So here's a suggestion: APMs. May that be Claymores or... whatever the heck else exists. You wont even have to change anything, just instead of the flares, make them trip wire grenades! (Ohh ooh ooh, Make them go under the ground and bounce up when triggered! =D) Although, I like flares... so maybe dont replace them..
(Sniper kit only)
But please, if you can, get those APM's up... for the love (Lol.. yeah right) of snipers.

Anti-Personnel mines are against the rules of war. Trip-activated weapons are also against the rules of war.
Your best bet is a buddy to watch your back. Keep in mind that the flares in the marksman kit does not mean you can go wtfpwn sniper off somewhere. The best use of flares are as one small part of a larger trap. Place them in one area, behind an object blocking your LOS, with another guy on C4. When it's tripped, blow the C4.
Also, I had originally suggested that the Militia or insurgent faction get AP equipment, in particular trip-traps made from grenades, or in the militias case, actual AP mines.

Spring detonated mines that spray lead over a large diameter and shreds most infantry around it. Here is a solution to the problem of not knowing if your flares go off.
Connect a sound with them, more specifically a high volume and pitched whistling sound. Kind of like what you hear when a bottle rocket goes off. You could even record the sound of a bottle rocket and the "Pack!" of it going off and make that the sound of the trip flares. This is including the bright flare and smoke it generates.
And it's non-lethal but you will know for damn sure everyone within 200m is going to hear that thing go off. Most importantly the Sniper will hear it.

Flash bang is good idea, but I like the way AIX does them :a loud screaming
skyrocket with a parachute flare that slowly drifts down from 150 feet.
They give you and your team time to look around the map and see where it was tripped (when you have more than one out).When your sneaking around and trip one of those you KNOW you've just screwed to pooch!!
