As a tip I recommend finding a regular group of player friends pretty soon, and if you don't have mic- get one sharpish!

I have to use my translator to communicate with you.

I know that the rules don't allow, but we can open an alone exception in the beginning.

Are you Administrator on your computer?
If you run Windows Vista, try Run As Administrator.

the kits could be diffused anywhere also, you find plenty of vehicles without they be in Main Base, Fire Base or Bunker.
