IMHO, I think the special ops kit should be replaced by a JTAC (Joint Terminal Attack Controller) kit. Between the ineffectiveness and limited number of Special ops kits makes their job to hard. I have only used Special Ops either because i was bored or I wanted to direct airstrikes. They just are not that good at attacking an active firebase/bunker as has been stated.
Give them a normal service rifle, SOFLAM, colored smoke, etc. From what I have heard /read about the Wars in Afghanistan and Iraq, airstrikes are pretty common, especially in Afghanistan. This way you could have the JTAC be a part of the Air squad, so he can VOIP with the pilots and direct them with the SOFLAM. An officer kit can do this, but there might not be enough people in the squad, etc.
In a map like Qinling or Kashan, he could just follow the main forces in a jeep or something, and direct strikes. This way, the Flyboys would have eyes on the group with VOIP, since VOIP between squads is hardcoded, and its not always possible to relay information quickly through the commander. If possible, give him kill assists like a driver/gunner thing for targets he designates that are destroyed so that people don't go OMFG I GET NOEZ POINTS!

Adding an ACOG isn't giving you more firepower, it just helps you use existing firpower. When there are enemies on a firebase you just can't engage with a carbine, and your pistol requires usually three to four hits anyways. (they both seem to have the same effective range). The advantages of an aimpoint are diminished due to the size of it, as most people go prone and you can lose sight very easily. There is a difference between counter insurgency in a civillian population (which calls for killing as few people as possible), and guerrila warfare against heavily armed infantry forces. Right now SF is equipped more appropriately as the former. And sneaking right up to a defended firebase just isn't an option most of the time, especally when there are friendlies engaging nearby. You ae going to have to take out enough of them to lay exposives. I am often 100m or less from a firebase, and simply cannot sneak over the open ground, to destroy it. At least not with 3-4 troops there. As a rifleman, you can easily kill an entire squad if they don't see you approach, assuming you make your shots count.
To be honest I like the FAC or JTAC idea as a replacement for this kit.

Re: SPC OPS
This will fit perfectly with something I just thought of: I was watching Black Hawk Down the other day, and they were using, like, ropes from the choppers and stuff. This must be incorporated in PR because it's realistic and we need it NOW OR I WILL HUNT YOU DOWN AND KILL YOU!

More guns and bullets make bad guys go away faster,
which in turn makes everyone in the area safer.
