Americans and Brits driving civi cars
I thought that if an dumb insergent can hot wire and drive a car why cant the american or brits drive them, or if the keys are already in the car.

Though I see where you're coming from, I can easily see allll the bomb cars being collected by Brits early on and parked neatly at the back of the Al Bas Airport, safe from theiving insurgent hands.
People are used to "Not one of ours, shoot it!", and making Ins. vehicles drivable by brits would mean a lot of teamkills.
I think we'd be better off sticking to the current side-locking, otherwise you'll get counter arguments of why can't other sides use each others' jeeps, since they're easy enough for anyone to drive straight off.
