When I hover over an object my cursor is a crosshaire.

its tells you that you can select the object........

you sure arent afraid of creating a new topic each time you have a new little problem...

but as Rhino said, the cross indicates you have the "select" tool selected or if you have ventured into more "advanced" fields cutting edges when using the "cut" tool or perhaps "insert vertex"..
