Exactly what the topic title says. Make Humvees, Vodniks, Technicals, Civi vehicles, and Land Rovers drivable by both sides of the battlefield. I can already see some arguements popping up, so let me shoot some of 'em away:
1: "They wouldn't know how to use it!"
....right. If a 6 year old can play Mario Kart on the Wii, I think a grown man in the military can drive pretty much any vehicle they want. Not rocket science, here.
2: "No keys=no use."
From my understanding, not all military vehicles have keys. Alternatively, you could give the OPFOR a 10-30 second warmup time to simulate hotwiring.
3: "Why would you use an enemy vehicle?"
War. Do whatever you can to kill the enemy that is trying to kill you. If there's a good asset available, and you know how to use it, you take it. Simple.
4: "You'll get TK'd!"
Communication. If you fail to communicate that you've stolen an enemy vehicle, and get teamkilled for it...your fault, really. Unless you did inform them, and still get TK'd by someone who's just slow in the head, or made an honest mistake/acted on instinct. Then it's their fault. But it's still very avoidable.

i think the biggest problem is that empty shared vehicles show up on both sides maps, so if you squad in in a hummer and disembarks the enemy will see the empty vehicle and know that a squad has just deployed there

Another issue is realism. TKs might be avoidable in PR, but no one in their right mind is going to drive a hostile vehicle around a battlefield.
