This was meant to be Oman's version of "Pimp My Camel".
The arabic text doesnt say anything, just random letter as i dont have good arabic font on my PC. Also, the 'guy' in the bottom right corner was a Sultan of Oman (according to what Google said).

Guys, guys, guys... How exaclty do you get arab font in Ps or any package for that matter, I download the font off Free Fonts
then it shows up in Ps, but when I type it comes out a load of **** that looks nothing like the language, like those windings symbols :/
