If civies wont be able to swim, but a soldier with the HAT kil will, it will be really odd :p

Yeah, it would be really odd to see a soldier with the HAT kit on an insurgent map. Really odd - would I say even stupid ;)

And who's paying the car then? Ticket loss and stuff? And asset loss of course. And why not just ignore them? But it will be fixed anyway.

That would be awesome and an answer for the entire map but brits would need a boat for the wider rivers
