What's the current state of this now their using the USI one? Is it going to be used in a later patch?

Wont be in v.8, I dont know the full details, but the USI will be used.

This vehicle won’t be used in PR v0.8. You won't see the Up-armored HMMWV until the Chinese and MEC are also equipped with a decent light armored vehicle (which are at work by two of our own contributors). Don't worry though I'll release some shots of the vehicle to the public sooner or later.
