Something that pisses me off every time I see it, is a solosniper... It's just another one who thinks it is cool to run around and do his own thing ("Team? Wtf do you mean?"-like). Most of the time these snipers are in squads of 4 to 6 people which are evenly spread over the whole map.
You already made it impossible to request the snipers kit for single guys. So would it also be possible to limit the sniperkits to squads which consists at least AND maximal 2 players? This way most of those soloplayers would be forced to operate in a small sniper-spotter-team, as the sniper is supposed to do.

you cant change the players by changing the game. soon after they realize that they need to wait 8 seconds before firing they will make room for real snipers.
however, the sniper+spotter system is a possibility, its just not effective enough to pass information when theres no commander. and 90% of the games i see there is no commander...

Let the suck-squads roam the map, failing their team. Just make sure your squad can pick up the slack.
For instance, yesterday on TG during Seven Gates, our squad picked up a sniper kit after engaging the sniper's squad (who, humorously enough, was standing in the water north of the river fort), and he proceeded to get 10-0 in a single spot, while identifying enemies approaching river fort for my squad. Had he gotten a sniper kit earlier from the main base, chances are he would have been just as welcome for my squad, as I relayed info to the other squads (by teamspeak; we didn't have a commander).
Yes, sometimes those new people pick it up, but when they learn soon enough that they are useless the way they TRY to play, they'll weed away from the kit.
Give it a few weeks, and then see how many people (who don't know how to use it effectively) pick up the kit.
To my know how you have to be in a squad of two players in order to be able to get the sniper kit anyway? It's meant to make them get a spotter but sadly the norm is join-getkit-leave or join-getkit-naffoffanddosomethingelse.
Sometimes it works better to be in a sqd of 3-6 people to provide them with real time recon on the enemy. e.g. the bunkers on Kashan, if your sqd is tasked with holding one of the bunkers a sniper in the hills telling you whats happening is very effective. I myself sometimes do this and it works to great effect.
The kit limitations work on:
1 specialized kit- 8 players
2 specialized kits- 24 players

Yeah, when I've played, I've done a good job being a sniper of a full squad. I told them of incoming enemies, from which direction, and took out .50 gunners, AAs and medics.
I usually go solo, but never running around the map like a tool. I always give cover on some sort of an objective etc...
But I can't hit anything anymore, the only time i can hit a target is if he's standing still, and doesn't move for around 5 seconds. Sniper went from being accurate and semi-realistic, to being extremely gamey.
It is not perfectly realistic, but even less gamey.
Its good to take out standing targets - and with the lower sprint time and the high infantry weapon deviation, soldiers stand/crouch/lie often enough, especialy very important targets (medics, HAT) often are at one position long enough for a good shot (healing someone, preparing the HAT).

So are you saying that it's not gamey to fix it so that the sniper can fire his rifle less accurately than he can in real life? Have you ever fired a rifle? It's not this hard to hit a target in real life while standing or crouching, and it's impossible to hit a target while you're crouching in this game with the sniper. So basically dumbing it down to make it less realistic isn't gamey?
No, no it's not impossible to hit a target while crouching with a sniper.
I should know, I've done it way too many times. Honestly, you MUST learn how the settling times work. Until then, you will never hit anything you want unless you're lucky enough that you followed the deviation timers.
Snipers in PR right now are more realistic than they have been in any version. Now we just need to make it so that you can go 3 rounds hiding in the same spot, picking off a SL after the 2nd round.

I also ran some tests with the sniper on the training server:
While crouching, waiting the 8 seconds and going through the breathing technique, I was only able to hit the windshield of a car parked 200m away 1/5 times. That isn't perfect, or realistic.
like in RL. its unrealistic anyway that crouch have the same deviation as phrone whit a assoult rife... (no offence to the devs )
