The game engine was never finished. It's the same reason the hovercraft wasn't left in game.

One thing I've heard said about fastropes is that none of the helos have collision meshes for their rotor blades, so if fastropes were in game, they'd be used very unrealistically. I'm not sure if said collision meshes can be added to existing DICE models...

I don't think this ideas going anywhere.

Its not the game i believe, its because the rotors don't have a collision mesh, like some of the tank barrels never used to.
If PR ever remake the EA/dice helicopters they might add collision meshes to all of them.

this might be wrong, but that was how i understood it

*sigh*

Fastroping is SLOW and POINTLESS in PR. Rotor blades have no collision mesh, so it's ridiculous to fastrope in the first place. Second, why would you do that, if you can just land (or better: hover really low) somewhere?
