Why does the US army use the "m4" instead of the m4a1?

Last time i checked the m4 is has a fixed m16a2 style carry handle. The M4A1 has the rail on top for optics, and is also fully automatic.

The m4 on the US Army team should be switched to fully automatic, and given the A1 designation, because that is what most infantry in the army are issued to my knowledge.

Some army units may have small amounts of M4s and some m16a2s, such as non-front line, arty, supplies, etc. But im very sure all front line infantry units are given the m4a1.

The us army uses the M4 , ask any of the soldiers in the pr community that are in the US army right now.

The M4A1 is only issued to special operations forces. The US military has not issued automatic weapons to every soldier since the introduction of the M16A2. The standard main infantry weapon of the US Army is the M4, modified with a rail system.

Realistically, just to improve your knowledge Mr. Wizard (always wanted to say that). Basically any weapon can be fitted with rails, especially any AR-15, AR-10, M4 or M16 type weapons. Those are the basic "Lego sets" of the assault rifle world, those and a few others.

You are not correct. The most recent model M4 (3rd burst) does have a flat-top receiver and RIS. Some are refurbished from older M4A1 upper receivers, but they are M4s and 3RB only.

Would it help if I said I trained as a 45B (Small Arms/Artillery Repairer) and tell you you're wrong, and the Dev's are correct? And that all your skepticism is wrong as well?

To soothe your scepticism, here's an example from the US Army's home page:
