Ok, I figure this might clarify why we won't see AI Civilians anytime soon. The biggest issue is that A)You need to make all the maps coop compatible. This entails making a navigation mesh which requires a lot of work on the part of developers that doesn't allow them to work on anything else because it eats most of the computer's resources. Also as far as I'm led to beleive while testing PRSP:The bts don't recognize that they shouldn't shoot the civilians. It has to do with temperature settings with bots (dont make me explain temperature past ts the amount the bots want to attack something) And you can't seperate civilians from the standard soldier. Unless you can make the bots treat civilians as jets say, which infantry don't shoot at at all because the bots are programmed to know they will lose.
Bassically here it is:
Infantry attack chance in %
Other Infantry 80% (the civilian falls under this category)
Light Trucks 50%
APCs 30%
Tanks 10%
Helos 20 %
Jets 0%
This in no way is how this shows up in the editor or the file settings. This is a simplified version of how it basically work. Outlaw and Hans Martin Slayer could post the code on how this works in the game but I doubt anyone would understand it if it didn't come with an explaination the size of one of MWarren's Suggestions
Hope this was helpful
