I recon their gonna twiddle with the reallocation times for the next release, hopefully making the counter start from when you pick the thing up and not when you die, or something like that anyway.
Anyway if a guy dies with a kit after successfully capping the team 3 APCs 2 Tanks and skilfully taking down a transport chopper from 500 meters away, it's gonna have a very different effwect on the game as a whole then some guy that took the kit a couple of meters and blew themself and a few squaddies up.

First of, it doesnt make much sense imo to make it up to the SL since he doesn not have the whole picture. It should be the CO to have the ability to make kits request only (default being everything as is). Maybe he is commanding the brits on fools road and needs all the HAT to be in the AT squad. Or he needs to safe the sniper kit for a skilled sniper he knows on OP Barracuda to target 0.50 and AA.
The SL has a better picture of what they are doing localy, and the commander has just basic voip info and the map that he can see.
But the commander can give orders to squads, and the SL will take the necasarry recourses to (sorry for spelling, i just woke up) to complete that objective.
If the Commander would be the only one issuing kits, he would no longer be the commander. To much to do.
I think the Squads should be in control of the squads, and then later on we can find a solution for the Commander, so that he is in command of the squads.
Agree with Wicca here, no point in making commander give all the kits out. Maybe commander could accept the squad specialization (if that is to be implemented) or just give the strictly limited kits like Spec Ops, Sniper and HAT for commanders consideration while squadleader could accept the more common ones.
That's a really bad idea, stuff like limited kits in squads there might end up being some favouritism if the squad has people from the same clan/tourney squad etc, but a commander with the ability to decide who takes jets and tanks and stuff is REALLY pushing it, and not needed at all. If a squad leaders being a **** then you can join a different one, but if a commanders being a **** then you'll have to go join a different server altogether.
The commander is probably the least informed person on the battlefield. He can't see enemy positions or movement. He has no idea what exactly his squads are doing. He can only make judgments based on what the squad leaders tell him. As such, he is in the worst position to be the arbitrator of kit allocation. Furthermore, a commander (general) wouldn't be making these kinds of decisions anyway. I really doubt that the general is sitting there telling each troop what weapon he can use.

-Pretty much the only thing the CO should control is the HAT kit. I don't know how many times I've had an APC or Tank on my location but been unable to get my SMs to pick up the HAT kit because some guy at some arbitrary location with no armor in sight decided that he should run around with the kit. If the CO has control he could give the kit to someone in a location where it would be of use. Other kits could be picked up at the SLs discretion. As for your final comment; neither would the individual soldiers so it's pretty irrelevant. The SLs and CO controlling kits would be as close as you get to realistic.

Where did you get the idea that he was some form of general from?! I'm no military expert, but based on the scale of the battles - depending on how you look at the game in terms of metaphors for army sizes - I'd say that the CO would be perhaps a Captain, a Major or Lt.Colonel, certainly not a General of any description.
Forgive me if this has been posted, I've lurked around a while and stumbled upon this thread late at night here, but I've had an idea.
How about instead of the SL physically giving the members the kit, how about they get an option to accept the proposed kit request? That would allow you to still get a kit from different places.
And btw,I had stopped playing .75 because it had grown stale but I've just started back with .8 and I"M AMAZED FRIGGIN GOOD WORK GUYS! That is all.

Captains don't coordinate Air, Armor, and Infantry when assaulting. Maybe a Colonel and even then they still wouldn't be dictating the individual soldier's weapons. That is sorted out in basic or the training after basic. And again, the Commander in the game is the least informed person in the entire game. Hey may know what squads are up to but he isn't going to know if the guy who requests the hat is even in a good position to take a tank out.
