Yes, several separate times in .8 release. Both LAT's and HAT's. Last time yesterday at Muttrah IIRC. But it requires that all the other slots are full (mags, smoke, field dressing) and there is no one else close to that ammo bag.
EDIT
I made a quick video for all disbelievers:

ok ok so the ressuply cant be changed the way that ammo bags/crates contain individual ammo instead of ammo points, but maybe some menue can be cooked up for the access of ammo bags so that you
1. dont access and ammo crate or ammo bag to stock up your 6 magazines to 9 when you dont see a need for it.
2. You dont snatch ammo for the hat guy unwillingly
3. You get to choose what to reload. If the HAT guy used one mag and a bandage he still gets to chose to reload his hat with the ammo bag because get gets to choose what to spend the points the ammo bag holds on.
I will test later tonight, after I finish my projects for school.
However, as long as you have not used your field dressing AND smoke grenade AND you have atleast 1 magazine left for your rifle AND the rifleman throws the bag and runs away, you should be able to get a HAT rocket from the bag.
Bag holds 199 ammo points. For the HAT kit: HAT rocket takes 100 pnts, 1 magazine takes 33.33 ammo points, 1 smoke takes 100 points, and 1 dressing takes 100 points.
With the above situation it would be (100pnt/rkt)*1rkt + (33.33pnt/mag)*2mag = 100pnt + 66.66pnt = 166.66pnt That would leave 32.33 ammo points left.
My suggestion is, if you need a rocket, have your rifleman toss the bag and have everyone else get atleast 5 meters away.
Everyone wants to easily kill their opponent but nobody wants to be the one easily killed. That line of thinking escalates weaponry to the point where practically every soldier has a shoulder-mounted nuke launcher that when fired, automatically displays the text "pwnt".- [R-CON]Wolfe

Thanks for clearing that up, I stand corrected!
Thumbs up to Caboose

You are correct, however, you can only get 1 from a bag, trying to reload it again will end with you getting nothing and the bag disappearing because it has less then 200 total ammo points in it.
I should also note that the found 4pnts/second of reloading is just for 1 slot. If you have 2 or more slots that need ammo, you drain the crate/box/bag that many times faster.
Example, if you have an empty M4, empty grenades, empty smoke, and empty bandage and you go to a full ammo box you are getting ammo for each slot at the same time at a rate of 4pnts/second per slot. (4pnt/sec*slot)*4slots= 16pnt/sec

Something new found guys, this may explain why you might not get the ammo you should from a box, bag, or crate!
ATTENTION ATTENTION
Newly discovered! If you are reloading, but have not gotten enough ammo points to get 1 of something (IE 1 HAT rocket) and then you move out of the resupply radius for the ammo drop, all taken ammo <1 is lost!!!
Example: Reloading a mine. If you stand near the box of ammo, trying to get a mine, if gives you 4 ammo points per second, meaning it will take 25 seconds to get a mine back since it costs 100 ammo points. HOWEVER, if you move out of the resupply radius BEFORE you have received a mine, all ammo points you have collected for that mine are lost! So if you stand near a box, trying to get a mine, and you step out of the resupply radius at any time before the 25 seconds, you lose all ammo for your mine and must re-enter the radius and wait another 25 seconds!
Lets say you wait near a fresh box, which is 400 points, for 23 seconds before you step away. At (4pnt/sec)*23sec= 92pnts. Theoretically, your mine should be 92% full, meaning just 2 more seconds of reloading would give you a mine. Yet, once you step out of the radius, the game thinks you still have no mine, so it drops you back down to 0% AND it does not give it back to the box, so the box has 308 ammo points left. It IS POSSIBLE to totally drain a bag, box, or crate and get no ammo what so ever from it if you keep stepping out of the resupply radius fast enough!!
