As a player that likes to play on the TG server more than any other I would just like to say that I agree with this direction and attitude. If folks want to chat there is always x-fire or a multitude of other chat/messenger programs.
In game the dialog should be kept for squad leaders communicating to each other when there is no commander and for reports of enemy movement. Its very easy to miss something when the chat channel is getting flooded, and you dont want to have to be wandering about with the console open all the time trying to pick out useful information from background noise.
Keeping the network free of chatter is just another aspect of the 'reality' of the mod.
I think the admins do a fine job, and if that means having to be strict and sometimes err on the side of being too strict, then so be it ... you guys maintain one of the best PR servers by far. It is true that as PR is becoming more popular that more and more the less savoury characters are beginning to appear, and I think folks should stop a minute and think about the admins and the workload that perhaps they are trying to put up with. Having been in such situations myself I know that sometimes it can start to get on top of you, interfere with your game and patience goes out the window ... so spare a little thought for the admins and the pressure they are under, and just try and help to make their job a little easier ... thats if you like the server and you like playing there. The game is a product of everyone who is playing, everyone needs to try and make it fun and enjoyable.
Saying that though ... I think a warning should precede a kick, especially if there are a few members of a clan on , and its just one of the members who is being a bit lippy or bending the rules. I have had this happen recently ... I was not really reading the chat and therefore did not realize what was being said until the warning came, but when I was made aware of what was going on (the BIG GREEN LETTERS

), then the respective person was told in vent to cut it out, and to quit being lippy.
This is often the best way to sort things out, and admins and clans should pull together to try and make the server the great place it is, and to achieve that with as much damage limitation as possible.
