In pr, the IED is 2 sticks of dynamite{?} that is thrown on the ground and detonated with a cell phone. I think its a little bit unrealistic, for one the explosion is huge for such a small device, and its not buried {which i understand is a limitation of the bf2 engine} but placed on the ground and is pretty visible due to its bright color.
my suggestion for making the IED system more realistic goes like this:
give the ambusher class a shovel {if it doesnt already have one i cant remember} this will be the way the IED is placed. no more holding the little IED in your hand, the main fire button is the shovel and the secondary is the cell phone detonator. Now to place an IED in the ground, it will be similar to the build system, you get your shovel out, you crouch or go prone, and start diggin in a spot in the ground that you want your ied to go. you will get the usual smoke that you get when you build, to simulate the digging. id say make it take 10-15 seconds of digging to set up the IED, this will help simulate setting up an IED in real life. it doesnt just magically appear in the ground, you gotta dig it and you are vulnerable during that time. and no more running in front of vehicles and dropping your ied and setting it off at the same time like C4.
the next part is the tricky part because it would require a new model. instead of a stick of dynamite, what your gonna get now when your done digging is a semi buried artillery shell. it wouldnt actually be buried at all but a little bit above the ground, to get around the engine limitations.it would blend in well with the various ground textures in the insurgency maps, yet still be visible enough for a keen humvee driver to spot and avoid. using mspaint, i drew a quick sketch of what i think it should look like. pardon my crappy artistry:

other than that i think the IEDs should stay the same. same blast size, same blast radius and same damage. but now you cant just drop it and run, its more realistic this way.
