Militia is supposed to be a generic army representing all the rebels and insurgents in the Caucasus today, not the 1992-1995 war...

It's all very confusing, if you ask me... In what way are they limited to the Caucasus? They are named "Militia", speaks Russian, use equipment that can be found in both the Balkans and Caucasus. Nothing, except that the current maps featuring them are located in Georgia, links them to the Caucasus.

doesnt really matter tbh...its more of an ambient background the militia has more than anything solid..

Im always loath to call them chechnyan militants becasue that was NEVER what was intended despite various peoples opinions..

the militia is a highly organized balkan/caucaus area militia that perhaps has found a niche in a certain country in which to operate an underground arms supply/smuggling operation.

doesnt matter where the arms are coming from or going. thats what they do..

Im assuming they are in a country with a weakened central govt (nothing to do with georgia) so that they have found a space to exist and conduct business much like the Taliban in afghanistan and the pakistani tribal regions.

thats it. location is irrelevant and means nothing more than a good place to create a fictional story.

Greece is in NATO, Bulgaria is in NATO, Turkey as well, so there is Macedonia and Serbia who arent in NATO,but no way that a militia force gets strong in the balkan countries really the way it happend i dont think there will be armed conflicts in The balkans any more in the near future. The rest: Bosnia and Herzegovina, Albania and Croatia i dont think a militia can grow strong in any of theese countries.

To have a growing militia in croatia is quite not possible, we would find them even before they buy bread in the morning

That said, is it in the DEVs' interest to put the Russian Army in this fictional country for a fun way to introduce that faction, or do they not want to be accused of recreating the invasion of Georgia?
