The way that I've found is quite common between the tutorials I've read is to create a plane the exact size of your picture and apply the picture as a material to your plane. That way you can move it around as you want.

Don't forget to press the present before you apply a bitmap.

most people just use a plane and then stick a image on it which the advantages of this means you can easily get the ref image to the correct scale to the scene BUT the disadvantages of this is that the ref image can overlap the grid and you need to work in Smooth + Highlights mode to view the ref image in your top and side views otherwise you can't see the ref, where I like to work in wireframe.
so what I normally do is I setup a background image and then spend ages getting the scale right on it, takes for fecking ever but its worth it.

i always make a plane put UVW map on it and then a just ^^
