Yes, that looks like the Japanese Type 99. When the Japanese surrendered in WW2 they left lots and lots of equipment in areas such as China and Korea. Japanese equipment was probably more common than Russian during the early years of the DRK. I've read that both PLA and NK used lots captured Japanese weapons during the Korean war, for example.

I don't see why it's a problem to use the DP if there is even possibility of NK still using outdated japanese weapons.
But for realism sake, until we get any sources of actual soldiers carrying weapons, the list posted seems alright to me. You'd have to choose wich AKs to give tho. AKM(type 8
I mean, if they still use the SKS, it's for grunts.. But who's gonna use it?
What about the RPG-29 Vampir as their HAT? They don't have any HAT really.. The other possibility is you give the HAT more ammo for his RPG like Militia HATs.
Any ideas?

The reason that the Japanese weapons are shown on the propaganda posters are to remind the people of the revolution and the early years of communist rule, because those are the weapons they used during that period. It's used as propaganda, not to show us what weapons they actually use. Can anyone translate that Korean text somehow? Would be fun to hear what they have to say to the American president. 
I would be suprised if the Type 99 is actually still used by front-line NK troops today. Same with the DP28. After decades of military support from USSR and China they should've been able to replace those relics with more modern weaponry.
I say you go for another kit layout than on the other conventional armies. Skip the HAT and give them five or more LATs instead, same for snipers and marksmen.

after doing alot of searching on the internet heres some things i learned about known military assets of nk, and how they relate to PR:
tanks
t62 tanks: the most prolific tank in nks arsenal. PR already has this. a re-skin would be all that is needed.
t55 tank: nk has lots of these too. id say its really too similar to the t62 to have to go through the trouble of making a new t55 unless we wanted to borrow a model from the EOD mod.
t-34 tank: nk still has some of these incredibly old tanks, but they are mostly given to the defense militias, not any forces that would be invading south korea. honestly i dont think it would make much sense to put these in PR, but thats just my opinion.
t-72 tank: its not known exactly how many nk has, but its believed they dont have very many. if mec gets a t-72 in the future, it may be worth re-skinning it for nk forces for use on certain maps where you are fighting more elite nk army forces.
t-80 and t-90: nk has these in too small numbers to be worth putting in PR.
pt-76: nk has lots of these. I believe the USI mod and the EOD mod have models for these. perhaps could be borrowed and re-skinned.

mig 21: north korea has over 150. EOD mod has a mig 21 that could be re-skinned perhaps.
mig 29: nk has about 30. maybe re-skin the mec mig 29.
su 25 ground attack jet: nk has about 50. maybe re-skin the mec su-25
army:

The Iraqi soldier models should work very well for the KPA. And maybe they could have camo like the uniforms from this webpage:North Korean Camo, plus Leader Kim Jong Il - Military Photos
I think it looks a lot more useful than olive drab or whatever most pictures of them have. Also Type 88's and PT-76's sound really awesome.

charliegrs: They don't have the BTR-60? We already have a model (used by the ruskies) so it will be easier to use the BTR than one of the older BMP-variants.
