Its a easter egg, American snipers in a pilots position has a custom vest. Black with the Union Jack on it.

I've had this before. Correct me if i'm wrong, get a sniper kit and sit in the copilot seat of the gunship huey (not tried transpo huey yet), ask someone to see what kit u have...
