you place down ammo caches as PCO spawns, ie, object spawns and put as many down as you like, have them all attached to the team 1 flag, have them all team locked, then set up the tickets on the INS team to be 100.

all handled by python.

Put down tons of them, python picks the right number of them to keep at random. The more you put down, the more random it will seem.
