Have you considered reserved slots like TacticalGamer has?

you should only need to have 1 or 2 reserved slots like tactical gamer, then if the server becomes 100% full, you kick one or 2 people off the server who are not in a reserved slot and then pubbies wont be able to join if its 62/64 (2) so then you can join, simple.

works very well for tactical gamer and they have a huge community.
