Here are the civilians I kill:
Meat shield for an insurgent.
Clearly vectoring in hostile forces.
Throwing rocks.
Bouncing around my forces in the middle of a firefight.
Actively assisting Insurgents in combat in any other fashion.
All these actions show hostile intent, and thus I consider them fair game. As I'm sure any military force engaged in open battle would. We're playing Project Reality, remember? Realism?

Yes, I agree with you about those things - if you are under insurgent fire, and civvies come throwing rocks at you. It's lethal to go pursuit them with knife and if you leave them alone, they quite quickly kill you with rocks.
In real life I presume you would need to pull back or wound the civvie?
Anyway ... i am coming to conclusion that disabling rocks from civvies would be the solution to to reduce civ killing.

Mainly it's because they are far away and I can't see if they have a gun or not and because the "civilians" run and jump into my bullets. Om nom nom nom.

Maybe theres a way to actually tell if the Civi has thrown a rock in a certain amount of time. like, after throwing a rock, a timer of say... 3 minutes is activated. Idk.. since rocks are actually pretty deadly in PR if they are closer enough...
Worth looking into...

I used to cruise around with civilians, spy and run, throw a couple of stone and for my pleasure some kids shot me on spot and chatted "eat lead Iraqi *******" and the like. Not a wide-spread phenomen, but another reason might be the news feed from TV and its bad effect on some involved civilians.
Kinote's reasoning above however sounds flawless to me, a civilian caught up in a gunfigth should be regarded as hostile. Maybe it could be achieved by disabling its punishing while they're 20 metres away from an insurgent. I don't know what can be done if they're in the line of fire outside of that range. It might nerf them considerably, but their main purpose is to keep the allied soldiers on their toes, not to exploit their status.

I wish they would actually think about, maybe if we could get this guy to cooperate, we could find undiscovered caches! Its such a simple thing, don't arrest the civilian who says he wants to help you! he will show you weapon caches!!!!

This IS simulated by arresting them. If he tells you, its not really fair play anymore. But if you arrest him, you get intel points and will find it. A cooperative civilian is one that lets you arrest him instead of killing you.
