Civi's are shot by people who are looking to shoot something, anything. They want the satisfaction of pulling the trigger and watching their target go down. A sense of empowerment. The same type that will play while drunk, TK, and think it's hilarious.

Combination of several factors. Because they're spotting for RPG gunners, throwing rocks at soldiers, run alongside armed insurgents, surprise people who then fire instinctively, stumble across the odd trigger-happy player and so on.
More guns and bullets make bad guys go away faster,
which in turn makes everyone in the area safer.

There are many cases of civilian manslaughter, involuntary and voluntary.
-People can't tell who's innocent (within reason

-People are just trigger happy, shooting anything that moves.
-New players don't know about the civilians and the penalties they get for killing them.
-People are impatient with civis. Today, I spent a lot of time chasing after a civi through the outskirts of the city. I was close, but not close enough to kill him. I ran out of sprint, and he continued to run. Throughout the whole time, I thought how he could be leading me into an enemy with a gun. I was tempted to gun him down to avoid detection, but if I did fire, I'd make some noise.

The Current Status Quo, is that nearly everyone, who has not got a compitant and practised squad leader, opens up on anything with feet in the game.
I have to demand for the majority of the time that squad members do exactly what i say, because they are simply ignorant and incoherant. For gods sake...Most people dont even recognise cover when they see it.
And unfortunitly, i have to spend maybe hundreds of hours to get people into the same mind-set as myself.
Almost everyone is impatient, but a lot of the general public, have the heart to at least attempt to be tactical and inquizitive.
I urge the Developers to PLEASE, impliment a map specifically for training purposes, with a target range, obstical course and loose weapons to be used at the curtosy of clan members to train with.
I believe that many public members would join temporarily unlocked Training ground servers if they truly wanted to learn, and failing the slightly neiive hope that pubs will follow regulations, we can always kick/ban em.
All im asking for is a very small 16 map, with no elevation, and some practise dummies that collapse when hit, and some buildings with dummies in to do time trials.

If I see a civ running around on his own, I won't shoot him unless necessary. But seeing how I usually play with the AR kit, civs being caught in the crossfire is a frequent occurence, which is realistic I think. If you're fighting in a city, and you just blaze away at hostiles, bad stuff will happen. Some buffing of the penalties would be good though.

Big up the penalties on a massive scale. Make it so that people go "oh, shit" and their heart sinks when they realise they've emptied half a clip into the wrong guy. Make it so that IFVs don't just open up on hostile positions without a good check for civs first. Make it so that people stop and think before they shoot 
It's not that they're hard to ID - they should be. It's that when push comes to shove, currently the penalty is so small you might as well peg the civillian anyway.

Take away those damn rocks. When I played in albashra for some days ago I was in the close quarters and I meet on a civilian as I roudned a corner well then he throws a rock at me and I am like damn nades and I empty my clip in that civi. I saw it seconds later that it was a civie, but all I saw in that second was a guy acting hostile.

People do not hold fire long enough to correctly ID targets by their actions and game-play
Those are the two reasons that made me say "various reasons"
People need to get it in their heads to take the time to ID targets or they will suffer the[hopefully greatly increased] consequences...

This should be a "check all that apply" poll 
But really, I don't think civilians can ever be accurately/fairly represented in a 32p game by players. Since civilians are obviously giving direct aid, them being killed would often be within the RoE in reality.
Take for example a car that's being driven with some guys firing out of a sunroof or windows at you. They stop and hide behind the car while firing at you and suddenly one guy starts moving between cover. It would be perfectly acceptable to take him out in reality, but in game-you would be penalized.

The most important reason is not listed in the poll.
Civilians WANT to be shot. This is very unrealistic. Civilians should have the same death time penalties everyone else to prevent this. Far too often civilians are jumping in front of their teammates to take the bullets, stand on top of technicals and exhibit other suicide-like tendencies.

But at the same time you cant just ignore the amount of times civilians are there supporting the fighters and use either their understanding of the geneva convention or simply their knowledge that troops will hesitate to shoot towards them to their advantage [somalia]
I agree there should be a bit more punishment for dying, as well as on the blufor, but they still have the ability to do those sorts of tactics.. it all depends on how much they want to risk...
