I'm getting some help from CT with the sidewalks but I don't understand what files I should give him.
I think all I need is the staticobjects.con
so waht you need to do is select all the sidewalks, and make them a seperate layer so they'll be in a seperate staticobjects.con and then give to me
Making a new layer won't change the staticobjects.con, it will just create another GPO file no?
Should I make a copy of the Staticobject.con and remove everything but the sidewalks? Or should I put all sidewalks in a separate layer and send the GPO file?

Make a backup of the staticobjects.con
Load level
Create a new layer, deselect all gameplay options so that it isnt creating a gpo
Add all pavements to this layer
Delete everything else
Save
And pass that on

separate layer won't put them in a separate staticobjects.con file. You just need to provide the staticobjects.con file, and to help him out a bit, remove everything except the sidewalks as you said. Layers don't matter.
Note to CT: I suggest not putting all sidewalks into one big mesh. i'd try to take a look at the map and see if you can divide them into 10/15 good parts. So that it's not one huge thing where occlusion will never stop rendering it.
edit: ninja rudd is right too. Might be handier method given the large number of statics so you don't have to hand remove them

. I just always do a quick notepad++ scripting to do it automatic.

First make a backup of your staticobjects.con. Make a new layer like you would for a gamemode and call it something like nolms or sidewalks (you should already have that for your OG fields). Save all the sidewalks to that layer, save then uncheck that layer so they all disappear. Select all of your statics that are on layer one and delete them, then save. Now you should have a staticobjects.con with only sidewalks.
Edit: LOL so many ninjas.

If you mean actual maps of the city, I'm interested.
I doubt I will make any major changes but would be interesting to look at.

Here you go:
??????? 1994.rar ? RGhost ? ?????????????
You can find more information at this site:
http://memoriesnorth.narod.ru, there has lots of unique info, even beographies of soldiers, who take part in newyear sturm of city in 1994/1995, unfortunately, most of it represented as text, in russian, of course, but photo is present too. Most interesting thing is the reconstruction of newyear sturm
http://memoriesnorth.narod.ru/indexrec.html, with detailed schemes and photos, including prewar years. Hope it helps, good luck.
Here:
http://botter.livejournal.com/ have a lots of detailed schemes of center of city, signs in russian too.
Photoplan of northen part of the city with main buildings marked is here:

Have you removed them completely then benchmarked performance with them present and without them to see if that will make any difference? It's a fair bit of effort, so you should confirm that it will yield significant performance gains before devoting time to it

So I tried this today, I stood in the center of the city, looking NE (which was the direction with lowest fps) I don't know how to get that red text in the corner of the screen that shows fps and stuff so I used fraps. I'm also not sure if this is how it should be done but this is the results:
with pavements: 10 fps looking NE, Average when walking around(center of map) 9-14 fps
without pavements: 18 fps looking NE, Average when walking around(center of map) 16-20 fps
when walking around it felt much better than only 8 fps difference, but it may have been wishful thinking

Also I have a crappy laptop so I don't know if it's good to test anything with..
If anyone would like to try it, here is the StaticObjects.con without pavements:

Open console with ^
type: renderer.drawfps 1
Keep it up Ason

Try also removing the little ruins statics you got from prww2. Those are pretty poorly optimized, and I'm sure with how they are set up it could help making them into single statics with nice lods.
