So, what OS are you running? winXP, Vista, 7 , 8 etc? 32 or 64 bit?
In which order did you install your dot net frameworks?
Are you running any developer tools that use dot net framework?
Are you running a slimmed down version of the OS?
Have you disabled system processes?
Are you running modified SQLServer or SQL ServerLite databases?
One option (The best chance we got) would be to uninstall ALL OF YOUR DOT NET FRAMEWORKS and reinstall just the newest dot net framework. Seems if you install 3.5 on top of 4.0 then do a particular windows update for 4.0 from sometime prior to Jan2012 , the pointers to the .dll files are set to incorrect locations.

I installed just the newest Framework, so first just 4.0.

I have tried to remove all versions of .NET that i had in the Control Panel, and then ran .Net Cleanup. After that i installed only 4.0.
