Wont be realistic? I'v seen JDAMs go off in real life when I was in baghdad, i was in Al-Zamiyah (sp?) and i saw a JDAM go off around 1km away on a hugeass house, and yes it was a JDAM, i saw it come in, well, mostly heard but i saw it a bit
So yes, putting a JDAM on basrah will be realistic, seeing as the US cares not about civilian deaths

Utterly unrealistic to say that JDAMs shouldn't be used in insurgent mode. Go and take a look at any UK Forces vid supported by US airpower from afghanistan. The parallel is Helmand Province Map - insurgent mode. It should certainly be used there. If it isn't there is a massive opportunity lost for assymetric warfare being properly reproduced in PR.

Basically any NATO force in Afghanistan use JDAM.

Yep, It's true.
There is a simple solution to avoid JDAM civie spam killing and huge negative score. Civie class can be replaced by Scout class

The JDAM isn't even that powerful, especially against solid objects. I heard somebody tell me that they were behind a fence and survived a straight on JDAM attack. It's best on maps like Kashan where it can be used to destroy destructable buildings or objects in which case it seems to do a lot more damage.

I think it's best used when there's an entire team plus firebase defending one point and there's just nothing you can do to break through.

Considering the fact that most statics stop it from doing damage, it really is only useful on relatively well defined point targets. Bunkers, firebases, and vehicle columns in the open are basically it.
