Defending and Attacking are strategic level decisions. If there is no CO, it can really just be random luck on your team if your not coordinating with the other squad leaders.

Generally speaking though, from my squads perspective we usually kill alot more while defending, and we are much more likely to get revived while defending, while the attackers are prevented from doing such, thus the attackers are losing more tickets/assets, thus the defenders are at an advantage due to not losing as many tickets.

That would be a great strategy... But as SL (my main role in PR) I haven't seen one good commander, and very few commanders in general. The problem isn't lack of abilities, its lack of Squads working together. Someone needs to direct everyone, and with the CO being as bad as it is, that never happens. But in my experiences, 7/10 times, its my squad vs. the entire enemy team, and us with no CO.
HOw do we solve this problem? Make people want to be the Commander again. Give him a laptop or mobile commanding vehicle, with more abilities, such as supply drops, or other things we have discussed in the past.

So with new Logistics system, and your assets, its all situational.

Attacking into enemy fortifications, and them having supplies means infantry will be running into a meatgrinder of 50 cals and limited kits, whereas if armor rolls in without total awareness they could run into AT in a defensive posistion.

Its easier to rearm, and be ready when on the defensive, via kits and spawn bonuses - though without a CO you may just be a squad wasted defending against the enemy bushes.

You need to have a CO, or some form of comms to basically say, Hey lets not attack the next flag, it serves no purpose is heavily guarded, were taking too many casualties.... and actually decide we can do the same and fall back to defend.

Though the general rule of thumb in my mind is defend the flag you need to have to advance, and then move up the defensive line, NEVER double advance as its usually a total waste....
