It's not a civvy, it's a collaborator. There's a subtle difference.

And he's got far more reason to fear being arrested, and is probably very skilled in his role.. Not sure if the game represents that though, lol.

That's already possible. You spawn with an AK, find a spot to stash it, and take the unarmed kit, then when somebody tries to run up and arrest you, you run around the corner pickup the AK and come back firing, or drop a grenade.

Plus you get the added bonus of 90% of the time being martyred because they're not used to seeing someone in a black shirt with no weapon.
