I see your side, and I see where you are coming from. However, look at it from this angle, like many others have said. Lets say for example the supporting membership script is taken away.
Results:
1. An admin will have to be on BF2CC as well as Teamspeak/Mumble 24/7, the admins volunteer their time and have other RL obligations.
2. Each time a Supporting member wishes to join, a player will be kicked, now, if multiple supporting members ask at the same time on teamspeak or mumble then you will see multiple players getting kicked at any given time, which will cause confusion, and for those who do not see the green text which shows up saying why they are being kicked, players might think the server is crashing, and the result could end up being that more players leave due to fear of ctd or CTPR Menu Screen.
3. Also if a Admin has to select players to kick, rather than the script randomly selecting players who have been on the longest, players (non-supporting) will start to complain that they are being kicked all the time, especially if they themselves just joined before a SM asked to join the server.
4. The idea of "low score players, being kicked" now, the problem with that is, what exactly is a low score, personally, many of us don't play PR for the points, yes its gratifying at times to see that you did your job transporting troops or earning defensive/offensive points, but overall points are for Vanilla BF2, PR is for team play.
5. Anyone can request a crewman or pilot kit, heck, I enjoy using the MEC crewman kit on Asad as my primary weapon. You will end up seeing more crewman kits on larger maps that are needed, same with pilot kits, and if someone can't get a SL kit, then they will take the above kits listed just so they don't get kicked.
6. Mumble is optional as well as TS on the TG PR server.
7. The supporting membership option is a way to donate money to keep the tacticalgamer.com website up, as well as the various servers it hosts, much like donating to the realitymod.com website allows the server to stay up and allow the Devs to continue making mods/upgrading mods, allowing new platforms and servers (mumble for example) to be integrated and used within the mods/games which are released/in-development. It's voluntary.
TG is also not the only server that has this kind of script enabled, TexasTeamplayers does I believe battlearena does as well, though I am not completely sure as well as many other servers who host Vanilla BF2, BF2142, CSS, PR and the like.
