Easiest way to deal with civilians that are bothering you is to shoot them in the face and take the penalty, if they are hindering your progress that much the penalty is worth it.

Yep, shoot those civis if they are bothering you. That penalty rly aint that high. Once I got frustrated with mob of them on roof. Sniped 17 of them and our team still won.

stoning by large groups of "civilians" is far more brutal than most of you/us can imagine.
You can find yourself the ugly scenes from Youtube, I'm not gonna post them here.

I think the way it is now in the game is spot on. Things change when there are 200 players on server... once on the SISU server we had 70ish civilian mob stoning all us troups that dared to get closer.
They had no clue what to do.

If they get in the way, it is your problem.

In some places in the world, the death sentence is carried out by stoning, so rocks are definitely lethal, probably one of humanities oldest weapons. Of course, its not done by one person lobbing pebbles at someone tied to a post, its a large group of people hurling stones and rocks and close range. As it is in PR, a single civi is little threat, but I've seen sizeable mobs of maybe 19-23 civis murder 3 soldiers in cold blood with an unholy barrage.

Seriously though, I think it's quite spot on like it is. Coalition forces have superior firepower and not being able to shoot everything that moves - without a small punishment at least - evens it out a little gameplay wise. And a small punishment it is: lost your score? Boo hoo. Five minute spawn? Go make yourself a sandwich
You can't achieve complete realism in a game like this and having the collaborator kit to spot enemies relatively safe is a good gameplay feature, sure having lots of civilians walking around would be more realistic and with bots and the 64-player limit broken that might even be possible, but that's another story!

I hate collabs in general. I always engage them just to scare them off (because I'm such a bad shot). If I see rocks, first aid kits, field dressing, or Epipen, I'm engaging.

I kind of think it's silly that rocks kill in 1 hit, but then again on the other end, it's really hard to get a hit unless (as stated above) there's a civi mob.

i was in a abrams tank as a driver and i think 10 or more civies are standing in front of my tank to prevent us from driving to the cache ^^
they shouted trough mumble "we dont want americans here" and so on.. i need to say that this kind of roleplay was big fun
it wasnt a ambush, it was just fun for all people involved ^^

What what WHAT!? Take away Civi Stoning? No, Because then simply nobody would play the class. Nobody I know would take a civi to purely do medic, because that's boring as hell for the person who has no weaponry. Personally? I play on the fact they can't shoot me, I mean, if you work together with a sniper, the amount of times I've managed to make an APC/Tank RTB because I made the driver hop out to handcuff me, to get a SMLE .303 round whistled into his skull and his gunner furiously RTB in rage to pick his driver up is beyond belief. They play a pivotal role for the Insurgency, I mean, who hasn't had fun blocking the road with all the civis lying down infront of the Transport Humvee with 8 angry US Marines in it, or sat tea bagging the stryker's camera whilst he quickly tries to check if that's a bomb car driving towards him.. or even better - The "Empty Gary Civi filled multi TK ROFL" trick, as it's known professionally.

the rocks are a little stupid but i guess it serves as a distraction weapon.

Could you shoot them without a shotgun if they are throwing a projectile like a rock without any punishment?

If the civies are close enough to hit you with rocks, you should be able to arrest them. They don't have that much sprint, and I've never hit anyone with a rock beyond ~20 meters.

why not make the suppression effect for civis much more impeding. although civilians in RL are angry enough to throw rocks at people with guns, if they get shot at they are running the other way for a mile. if there was a suppression effect on civis that made them barely see anything, theyd have to retreat to avoid being arrested, just a thought
