[0966] Officer / Engineer - Message

Description:
When trying to remove or build a FOB with the Sniperkit, you get the message:
"You need the OFFICER or ENGINEER KIT"
But the Combatengi doesnt have a radio, right?

This is kinda old and existed in previous versions too ...
